Workflow steps

The process each project type follows. Each step names the role responsible for it and, where evidence is needed, the document that must be attached before it can be signed off.

Changes here apply to projects created from now on. Projects that already exist keep the steps they were created with, so their recorded process stays the one that was actually followed.
